Entry Point Activity (EPA)

Entry Point Activities envisages Micro-planning, Water Management, Capacity Building, Micro-Credit Mechanisms and Livelihood Improvement through Pani Panchayats. On pilot basis WALMI had undertaken two selected Pani Panchayats (PPs) in Upper Kolab and Upper Indravati Irrigation Project during the year 2005-07 through the JBIC assistance.

After implementation of EPA, the Pani Panchayats are working as micro-financing Institution and SHGs under the said Pani Panchayats are working as financial intermediaries. SHGs have developed their revolving fund by collecting membership fees from their members, corpus fund from the Pani Panchayat and interest collected from their members. Members are getting loans at their door step. The revolving fund is inculcating discipline and improving skill of members in the management of fund. The formal financial institutions (bank) have started believing the members and are interested to finance them through credit. The revolving fund is being used by the groups for purchase of agricultural inputs like seeds, fertilizers etc. The banking services are easily accessible and made available at low interest rate and flexible enough to meet poor people needs.
Because of the introduction of EPA, diversification of agriculture is possible among the farmers. generally viewed as a shift from traditionally followed less remunerative agriculture to more productive agriculture. Profitable agricultural activities like cultivation of vegetables, Sugarcane, Mushrooms and Banana & Maize are some of the initiatives taken by the farmers .The farmers have accepted sugarcane as the diversified crop in Upper Kolab Irrigation Project. In the year 2005 the area under sugarcane was only 43 acres. With constant guidance and training to the members of Pani Panchayat by WALMI personnel the area increased to 140 acres in the year 2006.
Agriculture allied activities like fishery & goatery are practiced by the farmers taking loans from their respective groups.
The farmers have increased the yield of crops by use of appropriate inputs such as good seeds, proper agronomic package of practices & use of modern agricultural implements under EPA programme.

The soft component activities in Rengali Irrigation Project (Phase – II)

Formation of Pani Panchayats in Ret Irrigation Project, Bhawanipatna
WALMI has been assigned the work for formation of 19 nos of Pani Panchayat in an ayacut of 8500 Ha. in Ret Medium Irrigation Project, Bhawanipatna in Kalahandi District. It is decided that WALMI,Odisha will take up the assignment of formation of Pani Panchayat in Ret Irrigation Project. Preparation of RoR is in Process.
