During the year 2009-10, the Institute received Rs.266.69 lakh under Non-Plan and Rs.190.00 lakh under Plan Head as Grant-in-Aid from Water Resources Deptt., Govt. of Odisha,  to meet the expenditure on Establishment, Training, Action Research, field experiment on water management, infrastructure development and maintenance of the Institute. In addition to the above, WALMI received funds from other organizations such as Ministry of Water Resources, Government of India and Irrigation Project Authorities of Odisha Government and other State Governments viz. Uttar Pradesh and Tamil Nadu for taking up specialized trainings and action research in different irrigation projects.

During the year 2010-11, the Institute received Rs.385.05lakhs under Non-Plan and Rs.210 lakh under plan Head as Grant-in-Aid from State Government to meet the expenditure on Establishment, Training, Action Research, Field experiment on water management, Infrastructure development and Maintenance of the Institute.

During the year 2011-12, the Institute received Rs.370.00lakhs under Non-Plan and Rs.200 lakh under plan Head as Grant-in-Aid from State Government to meet the expenditure on Establishment, Training, Action Research, Field experiment on water management, Infrastructure development and Maintenance of the Institute. In addition to the above, WALMI received funds from other organisations such as Ministry of Water Resources, Government of India and Irrigation Project Authorities of Odisha Government and other State Government viz. Utter Pradesh and Tamil Nadu for taking up specialized trainings and action research in different irrigation projects. In 2011-12, actual expenditure of Rs.166.18 lakh was incurred under Plan Head and Rs.436.68 lakh under Non-Plan Head.

During 2012 -13 the institute received Rs 370.00 Lakh in Budget Estimate, Rs.15.00 lakhs in Supplementary Budget and Rs.70.00 lakhs under re-appropriation in the Non-Plan Head and Rs 100.00 lakhs under Plan Head as Grant-in-Aid from the State Government for undertaking various activities and to meet the expenditure on Establishment, Training, Action Research, Field experiment on water management, Infrastructure development and Maintenance of the Institute. In addition to the above, WALMI received funds from other organisations such as Ministry of Water Resources, Government of India and Irrigation Project Authorities of Odisha Government and other State Government viz. During 2013 -14 the institute received Rs 423.50 Lakh in Budget Estimate, Rs.24.07 lakhs in Supplementary Budget and Rs.89.70 lakhs under re-appropriation in the Non-Plan Head and Rs 100.00 lakhs under Plan Head as Grant-in-Aid from the State Government for undertaking various activities and to meet the expenditure on Establishment, Training, Action Research, Field experiment on water management, Infrastructure development and Maintenance of the Institute.

During 2014 -15 the institute received Rs 492.33 Lakh in Budget Estimate, Rs.15.00 lakhs in Supplementary Budget and Rs.75.67 lakhs under re-appropriation in the Non-Plan Head and Rs 100.00 lakhs under Plan Head as Grant-in-Aid from the State Government for undertaking various activities and to meet the expenditure on Establishment, Training, Action Research, Field experiment on water management, Infrastructure development and Maintenance of the Institute.
