About Water & Land Management Institute, Odisha

Water And Land Management Institute (WALMI), Odisha was established in the year 1984 under erstwhile Irrigation and Power Department (now the Department of Water Resources). The Institute was subsequently registered as a Society in 1986 under the Societies Registration Act-1860. Since then, it has been functioning as an autonomous body receiving Grant-in-Aid from the Government of Odisha in Department of Water Resources.

The Institute caters to the needs of capacity building of the newly recruited and in-service Engineers of the Department of Water Resources (DoWR), officers of Agriculture Department, Office Bearers of Pani Panchayats and farmers of Odisha. Besides, it conducts action research in irrigation projects, applied and adoptive research on water management in agriculture and undertakes consultancy work in participatory irrigation management including formation of Pani Panchayats, Distributary Committees and Entry Point Activity in selected Pani Panchayats of Irrigation Commands.

  • The soft component activities in Rengali Irrigation Project (Phase – II)

    The Soft Component activity was awarded to WALMI with an objective to establish PIM in the command area of Rengali Irrigation Project (LBC-II,Phase-II) during the Pre & Post development of irrigation infrastructure through formation of WUAs/ PPs & their institutional capacity building for setting up sustainable management systems improving the traditional dry land farming to more advanced commercial farming & developing livelihood of the poor within an institutional framework.

  • Formation of Pani Panchayat in Anandapur Barrage Project

    WALMI Odisha has been entrusted with formation of Pani Panchayat in a proposed area of 60,000Ha under Anandapur Barrage Project in the districts of Keonjhar, Bhadrak & Balasore in the proposed extended ayacut of Salandi Left Main canal (RD 8.22 Km to 72 Km).

  • Formation of Pani Panchayat in Ret Irrigation Project

    WALMI has been assigned the task of formation of 19 nos of Pani Panchayat in an ayacut of 8500 Ha. in Ret Medium Irrigation Project, Bhawanipatna in Kalahandi District. It is decided that WALMI,Odisha will take up the assignment of formation of Pani Panchayat in Ret Irrigation Project. Preparation of RoR is in Process. .

Mission

To provide training of multidisciplinary nature to the newly recruited and in-service Engineers and other officers on Irrigation Engineering and Agriculture.

To impart training to the office bearers and farmers of Pani Panchayats and other farmers’ organisations of Odisha for their capacity building in respect of Participatory Irrigation management.

To undertake action, adoptive and applied research pertaining to irrigation project commands on land, water and crop management including on-station field experiments on water management in different crops.

To undertake activities which will promote optimization of water use and land resources.

To study and experiment with organizational and procedural changes for effective management of irrigated agriculture.

To provide consultancy services, publish literature, hold seminars and workshops etc. relating to water management and land development

To develop linkages and collaborations with similar institutions within and outside the State for training and research in pursuance of its objectives.

WALMI, Odisha is serving the state for enhancing the agricultural production by increasing the irrigation intensity since more than 25 years. The need of Capacity building in the domain of Water and Land management was sprouted during seventies. The Water and land management institute (WALMI) came into existence during 1984. The basic objective of the institute was to train the farmers and officers of Water Resources Department, ODISHA. After proclamation of the ODISHA State Water Policy - 1998 WALMI became the hub of the training activities. The new domain of activities of the institute is organizing foundation and refresher course for officers of Water Resources Department and other stakeholders such as farmers, water user associations, local government bodies, officers of agriculture department & command area development Authorities. Institute conducts sensitization and awareness programs for PIM activities.

Action Research Activities such as Formation of Pani Panchayat, Monitoring and evaluation of irrigation projects, Socio economic surveys, Impact assessment, Strengthening of Pani Panchayats, Entry Point Activities, Research & Demonstration are also conducted. Institute organizes Seminars and workshop for knowledge dissemination.

WALMI, Odisha has a great responsibility and a crucial role to play in the context of Water Management, Water Use Efficiency improvement and Agricultural Productive enhancement in the state through Training, Research and Development

Significant achievements are Action Research Programmes such as, Strengthening of PaniPanchayats in Taladanda Irrigation Project , Entry Point Activities in Rengali Irrigation Project, Adoptive Research, Post Project Evaluation Study of Salandi Irrigation Project, Field experiments and Demonstration Programmes apart from Training of farmers of Odisha & in service engineers of DOWR & Department of Agriculture.

I appreciate the effort of WALMI (ODISHA) in launching its own Web site which will give new dimension to WALMI. It is expected that the Institute will continue to perform good works to achieve the goals of the State as well as the Nation also.
